Update April 28, 2026: Blake Burgess Blood Clot Prevention Act Passes Senate

The Blake Burgess Blood Clot Prevention Act (HB 3644) has passed the Oklahoma Senate and is headed to Governor Stitt’s desk.

This landmark legislation will require Oklahoma hospitals with emergency departments and ambulatory surgical centers to implement VTE prevention protocols, mandate staff training, and establish a statewide blood clot registry — saving lives through systematic, standardized care.

Named in memory of Blake Burgess, who died from a pulmonary embolism at 21, this bill represents exactly what is possible when families channel grief into purpose and advocates refuse to give up.

About Blake Burgess

This legislation is named in memory of Blake Burgess, who passed away in 2020 at the age of 21 due to a pulmonary embolism. His death underscores the necessity of this bill; with increased awareness and standardized screening protocols, many of these cases are preventable. We honor the efforts of the Burgess family in bringing attention to this issue and their work in advocating for these necessary reforms.

Following the 2025 passage of the landmark Emily Adkins Family Prevention Act—which pioneered state-level legislative efforts to address blood clot prevention—Oklahoma is now stepping forward to prioritize this issue, aiming to ensure better outcomes for patients across the state.
